7 million euro renovation for Hakkari school
Hakkari school has been found to have serious indoor air problems that require immediate action. The school has microbial damage in exterior wall structures as well as air leaks, which cause indoor air symptoms for students and staff.
Renovation work includes:
- Dismantling the facade to the frame and replacing microbially damaged insulation
- Renovating the brick facade to match the original
- Improving ventilation functionality
- Surface renovation of classrooms and renewal of lighting
Environmental protection fees increase
The municipality is implementing new fee structures for environmental matters. Going forward, fees will also be charged for processing permits under the terrain traffic law and water traffic law. The fees are based on the actual costs of processing.
Water body monitoring for the next decade
A new water body monitoring program for 2026-2036 was approved. Approximately 10 sampling sites will be monitored annually, costing 6,000-8,000 euros per year. New monitoring sites were added from the Sääksjärvi area in preparation for potential construction projects.
No stormwater flood risk areas
The municipality determined that there are no significant stormwater flood risk areas in Lempäälä. However, problem areas were identified, such as the Pyhällöntie underpass and the Lempoinen area, where the November 2024 flood caused disruption.
Public transport route changes continue
The municipality supported discontinuing weekend service for route 52 and increasing service frequency for route 50. The change improves connections to Marjamäki Ideapark and saves approximately 70,000 euros annually.
Building stock repair debt 25 million
The municipality responded to a council initiative regarding building maintenance. The repair debt value is approximately 25 million euros. A new property management system will be implemented in spring 2026 to improve maintenance planning.

Nysse requests Lempäälä's statement on public transport changes for weekend services on lines 50 and 52 for summer 2026. The plan is the same as for the winter season 2025-2026: discontinue weekend services on line 52 and redirect resources to improve the frequency of line 50 services. The change is based on passenger data showing that weekend usage on line 52 has remained below 10 boardings per day, while usage in the Marjamäki area has increased. The final decision will be made in December and the changes will take effect in June 2026.

The municipality of Lempäälä is updating environmental protection fees and adding new fee structures to the tariff for permit processing under the Off-Road Traffic Act and Water Traffic Act. Going forward, the municipality will charge fees for, among other things, organizing competitions for motor vehicles in terrain and processing water traffic permits. The fees are based on the actual costs of permit processing, which include administrative, facility, and other joint costs. The Community Board will approve the final detailed tariff at a later date.
The municipality has assessed whether heavy rainfall causes significant stormwater flooding in Lempäälä. According to the law, the assessment must be conducted every six years, and Lempäälä's previous assessment was completed in 2019. Based on the assessment, the municipality does not have significant stormwater flood risk areas that would require special measures such as evacuation plans or protection of critical buildings. However, the municipality will continue to be responsible for managing stormwater flood risks throughout the municipal area.
Enerkon Ympäristöpalvelut Oy applied in the autumn for a permit for waste treatment and reception activities at the Ruokolampi property at Helsingintie 919. However, the company withdrew its application in October because the municipal board had previously given a negative decision on the location of the activity. The board has now decided to terminate the processing of the permit application and charge the company a processing fee. In practice, this means that waste treatment activities will not be established at the property in question.
The Community Board approved the meeting agenda and order of proceedings normally. The meeting included an expert, Leena Huhtala, representative of Tampere Region Public Transport, presenting the upcoming public transport service level classification. This is a routine approval of meeting procedures that does not directly affect residents.
The Community Board decided to continue the street lighting maintenance and construction contract with Infra Kiri Oy for the year 2026. The contract was competitively tendered last year and included the possibility to extend for three additional years. The cooperation with the company has proceeded well and the prices remain competitive. The decision ensures the functionality of street lighting also for next year.
The board approved a new project to improve pedestrian and cycling conditions along Turuntie between Miemolantie and Lemponkatu. The project involves constructing missing pedestrian and cycling paths and modifying the Valkeakoskentie grade-separated intersection, which will improve safety especially when traveling from Miemola to Virta campus. Since Turuntie is a main road, the ELY Centre is responsible for the project and Lempäälä municipality will participate in the planning costs with approximately 52,000 euros. The project was added to the investment basket under the name 'Mt 190 improvement' in the joint projects group.
The Community Board received information about decisions made by municipal officials during the period October 2 - November 5, 2025. The Board decided not to take these decisions up for separate consideration, but to leave them in force as they are. Official decisions are reported to the Board regularly to ensure transparency.
The Community Development Board has taken up a council initiative that demands clear mapping and development of Lempäälä's tourism, hiking and recreational areas. The initiative mentions several areas such as Haljastennokka, Puntala, Mäyriä and Salonsaari, whose utilization is currently fragmented and without overall management. The goal is to investigate the basic information of the areas and involve residents, associations and businesses in the development work. Development methods could include the municipality's own activities, cooperation agreements, or leasing and selling of areas.
The municipality's building repair debt is currently approximately 25 million euros, and the board has decided to acquire a new property management system to manage the situation. The system enables systematic monitoring of building condition and creation of long-term repair plans. Due to growing population and adaptation measures in recent years, maintenance appropriations have decreased, even though timely building maintenance would be more cost-effective. The goal is that building maintenance needs will be systematically considered in future budget preparation.
The municipality of Lempäälä issued a statement to the Vaasa Administrative Court, which is handling Destia Oy's appeal of a rejected aggregate extraction and environmental permit application. The authority committee had rejected Destia's application for rock aggregate extraction at the Metsä-Pietilä property at the end of Koipitaipaleentie in April 2025. The municipality justifies its decision by stating that the applied activity would not be feasible within the applied validity period and the current zoning situation has changed from previous permits, which affects permit consideration. Zoning provisions are binding on authorities immediately upon gaining legal force, regardless of the target year 2040.
The Community Development Director informed the board about current affairs, including a response to an inquiry regarding permit processing and budget implementation. Additionally, the planning manager presented a decision issued by the Hämeenlinna Administrative Court from that day. The board took note of all matters.
The municipality has approved a new water monitoring program for the years 2026-2036, which includes more comprehensive monitoring than before. Four lakes in the Sääksjärvi area (Kortejärvi, Ammejärvi, Rajajärvi and Matojärvi) were added to the program in preparation for potential development, as well as a new monitoring point in the Marjamäki area. The expanded program enables the municipality to competitively tender water monitoring for multiple years at a time, making monitoring more cost-effective. Regular monitoring helps detect changes in water quality in time and provides important information to residents about the condition of their local environment.

The original decision concerned converting a holiday home completed in 1944 into a permanent residence. Environmental protection has stated in its opinion that the property has an appropriate wastewater system, but the quality of drinking water should be examined more comprehensively regarding all quality requirements. Neighbors have had no objections to the application.

A new market square, residential and commercial buildings, as well as a new library are planned for the center of Sääksjärvi at the intersection of Tampereentie and Pitkäahteentie. The plans would add approximately 128 new residents to the area in four apartment buildings, one of which would be developed by Lempäälän Vuokrakodit. The culturally valuable old fire station of the Volunteer Fire Department will be preserved, and the old Youth Center will be renovated in connection with the library. The draft plan is now on public display, and the goal is to have the plan legally binding by the end of 2026.
The municipality is planning new business areas on approximately 18 hectares in the northern part of Marjamäki, where the municipality owns almost all the land areas. The objective of the detailed plan is to increase the municipality's supply of business plots and enable the creation of new jobs in the area. The Community Planning Board decided to display the draft plan for public viewing for 30 days and request statements on it. The plan is scheduled to be completed and come into effect in autumn 2026.
The Community Board initiates a zoning plan amendment for the Haljastennokka villa area, where the objective is to enable the sale of an old villa building from 1905 and to zone 1-2 new detached house plots in the area. The current villa would require expensive renovation measures, but rental income cannot cover the repair and maintenance costs. The lakeside sauna would remain under municipal ownership and for recreational use, and the entire Kirkkojärvi shoreline path would remain in public use. The amendment is part of the municipality's adjustment measures and enables the development of the area in an economically sustainable manner.
