Winter maintenance procurement divided into ten areas
Winter maintenance of Lempäälä streets and private roads is proposed to be tendered for a three-year contract period 2026-2029. The estimated annual value of the procurement is 620,000 euros. The contracts are divided into ten areas among different operators, with the lowest bid coming from Vesilahden Kalliomurske Oy.
Building regulations renewed - relief from permit requirements
New building regulations are proposed to be put on public display. The update brings relief to permit requirements for solar panels, antennas, and small storage buildings, among others. The number of floor permits outside zoning areas would increase to two floors and construction of auxiliary apartments would be enabled under certain conditions.
Museoraide roof repairs prioritized
Roof repairs for Pajamuseo and Parturimuseo are proposed to be elevated to the investment portfolio with a 50,000 euro appropriation. The roofing felt serving as water roofing will be renewed after the museum season ends.
Procurement of stone materials and field earthworks
Delivery and pickup contracts for crushed stone materials are proposed to be concluded with different operators for 2026-2028. Pirkan Ympäristöpalvelut Oy is proposed as the earthworks contractor for the Ruskea-ahde local sports facility with a bid of 189,680 euros.

Lempäälä municipality is proposed to join the Nature-wise municipalities network, which supports municipalities in mitigating biodiversity loss and promoting natural diversity. Joining the network is free of charge and does not obligate to specific measures, but the municipality would commit to considering natural diversity in all significant decision-making. Joining would support Lempäälä's municipal strategy and provide national development support for nature work, which has already become an established part of the municipality's operations. Among Lempäälä's neighboring municipalities, Pirkkala, Ylöjärvi and Valkeakoski are already members of the network.
The Municipal Board is presented with a decision regarding the procurement of the earthworks contract for the Ruskea-ahde local sports facility. The contract includes the construction of a new artificial turf field, maintenance building, and parking area on Pihlajatie, which will serve students from Saikantalon school as well as residents of the nearby area. Six bids were received in the tendering process, with Pirkan Ympäristöpalvelut Oy's bid of 189,680 euros proving to be the most economical. The contract costs will be covered from the 2026 investment appropriations under the building construction and sports facilities project group.
The Community Development Board is presented with official decisions from the period 30.4.-10.6.2026 for acknowledgment. According to the proposal, the board will note the decisions for information and will not take them up for separate consideration. This is a standard procedure where the board receives information about what decisions officials have made in their area of responsibility during the past weeks.
The applicant proposes to convert an old utility building (sauna) into a vacation home on a waterfront property located at Ruodasjärventie 172. The matter requires a variance permit because the area is designated as agricultural and forestry-dominated in the shoreline general plan and vacation housing has not been allocated to the area. The building was originally constructed in 1978 as a lakeside sauna, but the main building was never built and the original building site was later sold to a different owner. Statement providers and neighbors have no objections to the application.
The Community Board is presented with a decision regarding a procurement contract for winter maintenance of Lempäälä streets and private roads, which would cover a three-year contract period for winters 2026-2029 as well as a possible two-year extension option. The contract would cover snow and ice removal, anti-slip measures, and removal of anti-slip materials from streets, pedestrian and cycling paths, and public parking areas throughout the municipality. As current contracts expire in 2026, all winter maintenance areas are intended to be re-tendered as one comprehensive entity. The procurement would be implemented using an accelerated open procedure, as the previous tendering process was discontinued and a new contract must be in force before the winter season begins in October 2026.

The Municipal Board proposes updating the environmental protection authority's fee schedule so that fees will also be charged for processing exemption applications under the Water Services Act. Exemption applications concern situations where a property wants to be exempted from the obligation to connect to water utility networks, i.e., water, wastewater, or stormwater sewers. The processing fee is determined by the hourly rate of 63 euros and the time spent processing the matter, and several fee categories are proposed for the schedule based on the scope of the application. The change is based on a legislative amendment that gives municipalities the right to charge a fee for processing these applications.

The Community Board is requested to approve the ceiling price of 186,586.46 euros for architectural design of the Hakkari school renovation project. The design work will be carried out by Jada Oy, which is a partner under the municipality's existing framework agreement and is familiar with the site from previous plans. The project includes renewal of the school's facade brick masonry and insulation as well as development of interior spaces, and the design is complicated by the building's heritage designation. The project completion is scheduled for no later than the end of 2027.
The Community Board is proposed to decide on increasing the ceiling price for electrical design of the Hakkari school renovation project by 25,886 euros, bringing the total price to 122,886 euros. The original design work has expanded significantly: additions include electrical panel renewals, auditorium AV design, and access control system design. A collaborative project management model has been selected as the implementation method, which requires more working hours from consultants but reduces the project's overall costs in the long term. The goal of the design work is to stay below the proposed ceiling price while ensuring smooth project progress.
The Community Board is presented with the roof repair of Museoraide's Pajamuseo and Parturimuseo for the 2026 investment program. The old board and felt roofs of both museum buildings are proposed to be completely renewed, including sheet metal work and boarding, at a total cost of approximately 50,000 euros. The repair work is planned to be carried out after the museum's summer season ends. In order to complete procurements and preparations in time, the project is proposed to be elevated to the urgent A-basket.
The municipality proposes dividing four small residential plots into two or more plots in the 2026 small residential plot division project. Five applications were received for the project, of which four are proposed to be approved for inclusion – one application was withdrawn by the applicants. The goal is to densify the community structure and enable the construction of new residential buildings on the plots to be formed. The zoning plan preparation materials are proposed to be made available for public inspection in June 2026, and the plans are intended to become legally binding in early 2027.
The Community Services Manager presents several current affairs to the board, including the municipality's financial situation and the sustainable economy program. The review will also include Nysse's public transport statement request and school transport principles on Nysse lines. Additionally, the Rantala sauna rental tendering process and matters for the next meeting will be reviewed. The board is proposed to note this information for their records.
Building supervision has received a request for action regarding Airbnb accommodation activity conducted at Rautioniementie 8, which according to the request does not correspond to typical single-family housing. The property owner rents out the lower floor of their home and sauna building on a short-term basis through the Airbnb service, which according to neighbors has caused noise, disturbances, and parking problems. Building supervision proposes that the board decide whether the activity violates zoning regulations and whether measures are needed. Possible measures may lead to the termination of the accommodation activity if it is deemed to be in violation of permits.
Lempäälä municipality proposes drafting new building regulations, as the current building regulations from 2019 must be renewed due to legislative changes - the new Building Act and Land Use Act will enter into force at the beginning of 2025. The biggest change is that the current building permit, action permit and action notification will be replaced by a single building permit, and permit applications will in the future be submitted in data model format. The Community Board is proposed to decide on setting the participation and assessment plan on public display for 30 days, so that residents can familiarize themselves with the project and influence it. The new building regulations are intended to enter into force in early 2025.
The municipality of Lempäälä proposes selecting the winners of the competitive procurement for crushed stone materials. For Section 1 (delivered stone materials), Vesilahden Kalliomurske Oy is proposed as the winner with a bid of approximately 1.54 million euros, while for Section 2 (collected stone materials), all bidders meeting the requirements would be selected as suppliers. The contract would cover stone materials needed for municipal engineering construction and maintenance from August 1, 2026 to December 31, 2028, with possible option years. The total value of the procurement is estimated at approximately 1.3 million euros.
The Administrative Court has requested a statement from the municipality regarding an appeal case concerning a construction project at Virtasentie 45. The case involves an application for a location permit for a residential building, a garage, and an exception permit for constructing a sauna cabin in the shoreline zone. The Community Board will process the request for statement and present its position to the Administrative Court regarding the appeal. The statement relates to whether the construction prerequisites are met in the area requiring planning and in the shoreline zone.
The Planning Manager presents current matters to the Community Board, including statistics on development permits. The Board notes the presented matters for information. This concerns regular reporting on the status of planning matters.

The Community Board is proposed to decide on displaying the detailed plan for the extension of Areenakatu for public review for a period of 30 days. The plan area is approximately 18 hectares of municipality-owned land on the north side of Kalliokummuntie, where new business areas and jobs are intended to be designated. The detailed plan would enable new companies to locate in the area and increase the municipality's business plot supply in accordance with the master plan. The plan is scheduled to be completed in autumn 2026, if it receives approval in the various stages of processing.
