Large business plot for sale in Marjamäki
Suomi Trading Oy is proposed to be sold a 16,416 square meter business plot for 426,816 euros (26 €/m²) from the Marjamäki area on Peräsalonkaari. The importing and wholesale company would relocate at least 30 jobs to Lempäälä, possibly up to 50. The plot has building rights for 8,208 floor square meters.
Municipal services transferring to Lekitek Oy
A study is proposed to be initiated on transferring municipal road maintenance, urban forest management, and playground inspections to be carried out by Lekitek Oy. The value of the transferred functions would be approximately 1.1 million euros annually. The change would require cooperation negotiations with personnel.
New single-family house area for planning
The detailed plan for southern Loppi is proposed to be added to the zoning program. The area is located near the historic Loppi manor and would offer single-family house plots in a central location close to schools and shops. Building-suitable clay soil is estimated to be approximately 10 hectares.
Management salary system renewal
A new evaluation system is proposed to be created for service area managers' salaries during autumn 2026. Salaries will be compared to regional levels and reviewed in connection with local provisions of the municipal sector collective agreement.
Sääksjärvi station land areas to municipality
The municipality is purchasing a 1.55-hectare designated area for 23,250 euros from the Finnish Transport Infrastructure Agency next to the future Sääksjärvi train station. The area is intended for the station square and recreational area.
Agenda
It is proposed to the Municipal Board that the study guidance teacher position at Lempäälä Upper Secondary School be converted to a study counselor position starting from the beginning of August 2026. The change is necessary because the study guidance role has become permanent and of such scope that it requires a full-time position. A study counselor working on an annual basis would be better able to provide students with the statutory personal guidance also during the summer period. The costs of the change have been taken into account in the upper secondary school's personnel budget allocation.
The municipal manager presents current municipal affairs and events at the meeting. It is proposed to the municipal board that the presented matters be noted for information. This is a standard procedure where the municipal manager keeps elected officials up to date on the municipality's situation and recent developments.
The Tampere Urban Region Board proposes that member municipalities approve a new regional strategy that will guide regional cooperation in the coming years. The updated strategy focuses on three main themes: residents' pleasant everyday life, companies' vibrant operating environment, and international openness. The strategy particularly emphasizes youth participation, sustainable mobility, environmental objectives, and multilingual services. The municipal council will consider the approval of the strategy at its upcoming meeting.
The municipal board addresses the review of service area directors' salaries. The current salary level is largely appropriate, but based on regional comparison, the salary level needs to be evaluated more carefully to maintain competitiveness. It is proposed that during autumn 2026, an evaluation system for service area directors' compensation be created, taking into account job content, responsibility, and scope of management responsibility. The overall salary structure will be reviewed in autumn 2026 in connection with local components according to the municipal sector collective agreement.

It is proposed to the municipal board that Lempäälä purchase from the Finnish Transport Infrastructure Agency approximately 1.55 hectares of designated area for the future Sääksjärvi railway station at a purchase price of 23,250 euros. The area is located next to the planned Sääksjärvi station and is intended to be designated in the new detailed plan primarily as street and square area as well as local recreation area. The area contains a protected immovable ancient monument, Sääksjärvi spark barriers, and the buyer is responsible for possible soil remediation costs. The details of the purchase agreement are intended to be finalized by the plot manager.
The municipal board is presented with a decision regarding the reorganization of community services, where street maintenance, suburban forest management, and playground maintenance would be transferred to the municipality-owned Lekitek Oy. The value of the transferred functions is approximately 1.1 million euros, and they would complement the company's current property maintenance and green services well. According to the proposal, combining the functions would improve cost-effectiveness and enable the municipality to better focus on administrative tasks and development. The decision would initiate preparations for personnel negotiations and updating of service agreements.
The municipal board is presented with committee minutes and decisions made by officials from 19.5.-8.6.2026. It is proposed that these be noted for information and not be taken up for separate consideration. This is a regular procedure where council members receive information about what decisions the municipality's various committees and civil servants have made within their authority.

The municipal board is proposed to approve Hatakka's resignation and elect new persons to the positions of trust that will become vacant. The new deputy member of the central election board must represent a different party or voter group than the other members, and in the gender distribution, the Gender Equality Act requirement of at least 40 percent representation for both genders must be taken into account.
