Outreach youth work transfers to youth services
A significant change is proposed in the municipal organization, where outreach youth work would be transferred from employment services back to youth services starting from the beginning of August 2026. The rationale is the activity under the youth act and strengthening the service package offered to young people.
Service plan approval under consideration
The committee will address the approval of the 2026 budget service plan, which defines the priorities for the municipality's welfare and vitality services for the coming year. The plan emphasizes the visibility of climate work in all services.
Lempäälä's 160th anniversary year underway
The municipality's 160th anniversary year events are underway, and the committee receives information about current cultural and sports events. One of the anniversary year themes proposed is "160 meaningful ways for Lempäälä residents to exercise".
Development of organizational cooperation
Over 40 people from 30 different associations participated in the organizational forum held in May. An organizational survey is open until the end of June to map the needs and development ideas of associations.
Agenda
The Development Director presents several current affairs to the committee, the most significant of which are the launch of the sustainable municipal economy program and the financial situation of welfare and vitality services for May 2026. Additionally, cultural affairs related to Lempäälä's 160th anniversary year, rural services, employment services, and youth council updates are reviewed. The committee is proposed to acknowledge this information. The next meeting in August is intended to address practices for grants and awards.
The committee reviews the service plan amendment proposal for 2026, which implements the budget approved by the municipal council. The proposal suggests the allocation of appropriations to different areas of responsibility and service priorities for the coming year. The key development areas include, among others, promoting welfare, developing library facilities, opening spaces suitable for cultural activities, improving sports and youth services, and enhancing employment services. The plan also emphasizes taking climate impacts into account across all sectors.

The committee takes note of current issues concerning residents from different service areas. The Welfare Report 2025 and the Vitality Program 2026-2029 will be processed by the council on June 10, 2026. Planned for the summer are, among other things, an organization survey for residents (open until June 30), a library customer survey, lakeside swimming schools, and events for Lempäälä's 160th anniversary year. The unemployment rate has decreased to 8.6 percent in Lempäälä in April 2026.
The committee is requested to approve the meeting agenda and the order of business in accordance with the administrative regulations. The agenda has been sent together with the meeting invitation and the matters will be processed primarily in that order. The committee may, if necessary, by majority decision also take up other matters for consideration or change the order of processing.

The list of official decisions has been provided to committee members as an appendix to the agenda, and corresponding information will be delivered to the Teams workspace once a week going forward. The committee is proposed to decide that it notes the official decisions for information and does not take them up for more detailed consideration.
