Pricing for new sports facilities to be decided
Prices for the sports hall at Saikkantalo and the gym at Hakkari, to be completed in August, are proposed for approval. The 600-square-meter hall at Saikkantalo would cost 9 euros per hour for sports clubs' under-18 activities, while the price for business use would rise to 30 euros. The small 60.5-square-meter gym at Hakkari would be priced at 2.64-23.90 euros per hour depending on the user group.
Lempäälä receives half a million euros in welfare bonus
The 2025 welfare report is proposed for approval, revealing a success story: the municipality of Lempäälä will receive an additional 588,500 euros from the state for well-managed welfare work. The municipality's welfare coefficient of 77 is the second best in Pirkanmaa and among the top ten in the entire country.
Organizational change in youth services proposed
Outreach youth work is proposed to be transferred from employment services to youth services starting in August. The change aims to improve service coordination and centralize activities in accordance with the Youth Act in one place.
New agreement for PIKI library cooperation
The updated agreement for PIKI library cooperation among Pirkanmaa municipalities will be approved. The new agreement clarifies cost sharing and decision-making in regional library cooperation, which enables broader services for residents.

It is proposed that the committee notes these official decisions for information and does not take them up for separate consideration. This is standard practice whereby the committee regularly receives information about what decisions officials have made within their authority.

The committee proposes for approval the wellbeing report of Lempäälä municipality for the year 2025, which describes the development of residents' wellbeing and implemented measures. The report contains information on the state of wellbeing of Lempäälä residents as measured by various indicators and presents wellbeing promotion activities implemented under seven themes, such as strengthening participation and promoting mobility. Lempäälä's wellbeing coefficient (77) is the second best in Pirkanmaa region and among the top ten nationally, which brings the municipality an additional funding of 588,500 euros. The report will ultimately be presented to the municipal board and municipal council for approval.
The committee is presented with the interim report information from welfare and vitality services for the first quarter of 2026 for approval. The report contains information on how the budget targets and appropriations have been realized by the end of April. After the committee's approval, the information will be compiled as part of the entire municipality's interim report, which the municipal board will process at the end of May and the council in June.
The municipality has launched several projects promoting well-being and vitality, including new welfare program working groups and a well-being forum for the elderly. The vitality program 2026-2029 will be brought to decision-making in May, and the municipality has received 23,000 euros in funding for developing sports services for families with children. Registration for summer swimming schools will begin during May, and Lempäälä's 160th anniversary main event Lempimusaa will be organized free of charge on June 6th. The unemployment situation has improved slightly - Lempäälä's unemployment rate has decreased to 9.0 percent from February's 9.4 percent.

The Development Director presents several current affairs to the board, which are proposed to be noted for information. The topics to be discussed include, among others, the presentation of Vesimaailma Louhi, current affairs of the library and sports services, as well as association activities in cultural services. Additionally, the results of Pirkanmaa Wellbeing Services County's negotiation day, youth council updates, and the financial situation of services from March are presented. This is an informational matter where the board receives an overview of the situation in different service areas.
Two new sports facilities will become available for residents of Lempäälä starting from August 1, 2026: Saikantalon 600 square meter sports hall and Hakkarin 60.5 square meter gym hall. The Welfare and Vitality Committee proposes rental rates of, for example, 9 euros per hour for the entire Saikantalon hall for sports clubs' under-18 activities and 2.64 euros for Hakkarin gym hall. Saikantalon sports hall is suitable for ball games and group fitness, while the smaller Hakkarin hall is intended for small group activities. The pricing is based on the per-square-meter rates of the municipality's other similarly sized sports halls.
The board is considering the approval of a new cooperation agreement for Pirkanmaa PIKI libraries, which would replace the current agreement from 2012. The updated agreement defines the objectives of cooperation more precisely than before, cost sharing based on population, and Tampere's role as the central municipality. The agreement enables Lempäälä's participation in extensive library cooperation, which offers cost-effective and diverse library services to residents. The agreement is intended to come into force by the beginning of September 2026 at the latest, when all participating municipalities have approved it.
The board is proposed to approve the meeting agenda and the order of business. This is a standard procedure at the beginning of each meeting to ensure that everyone is aware of the matters to be addressed. According to the administrative regulations, matters are generally handled in the order specified in the agenda, but the board may, if necessary, decide to change the order or add urgent matters for consideration.
The committee processes the service plan for welfare and vitality services for the year 2026, which implements the budget approved by the municipal council. The plan presents the priorities and measures for different service areas, such as developing the main library facilities, improving youth facility operations in the city center area, and measures aimed at reducing long-term unemployment. The service plan also includes climate actions that will contribute to reducing the municipality's CO2 emissions, including district heating and electricity consumption.
