Substantial Land Purchases - Over One Million Euros
The municipality proposes purchasing three large land areas for a total of 825,266 euros. The largest transaction is the 719,420 euro Houkka-Jatko area northwest of Ahostenjärvi, which is located in a central location on both sides of the main railway. Additionally, the Röstivainio area will be purchased from Sääksjärvi for 36,146 euros and the Loukas property for 69,700 euros.
Inheritance Funds for Anniversary Year and Youth Facility
The municipality proposes using 103,898 euros in inheritance funds for two projects: 20,000 euros for Lempäälä's 160th anniversary community events and the remaining 83,898 euros for renovating the Halkola property for use by youth and communities. The repairs will focus on safety and accessibility.
Major Changes in Teaching Positions
Several teacher position establishments and changes are proposed starting from August 2026. Seven full-time hourly teachers are proposed to be converted to permanent teachers, and three special education teacher positions will be changed to special class teacher positions due to new learning support legislation.
Job Titles and Employment Relationships Changed
A service supervisor is proposed to be appointed as employment and integration manager, and the cultural producer's official position will be changed to an employment relationship, as the role does not involve the exercise of public authority.

The municipal executive board proposes that the municipality purchase two properties from the northwest side of Ahostenjärvi for a total price of 719,420 euros. The areas to be purchased are a designated area from the property named Houkka (27.7 hectares) and the property named Jatko (0.49 hectares), which are located between Kuljun asemakylä and Sääksjärvi on both sides of the main railway. The areas complement the municipality's land ownership in a central location and enable future development activities, as they are adjacent to land areas already owned by the municipality. According to the master plan, the areas are intended for small-scale residential housing, industry, and recreational areas, among other things.
The municipal board is proposed to decide on changing the cultural producer's civil service relationship to an employment contract. The basis for the change is that the position does not involve the exercise of public authority, so there is no justification for a civil service position, and other employees doing similar work are already under employment contracts. The current employee has given consent to the change, and their salary and job description will remain unchanged. The change would be primarily administrative and would standardize the personnel structure of cultural services.

The municipal board is presented with a proposal to convert seven full-time hourly teacher positions into permanent teacher posts starting from August 2026. These teachers already work in permanent civil service positions at Sääksjärvi Elementary School, Kulju School, and Hakkari School, and their work duties have over the years become permanent and correspond in scope to the teaching obligation of a teacher post. The change is required by law, as education providers must have a sufficient number of teacher posts. The decision has no budgetary implications, as the duties and salaries remain unchanged.

The municipal board is proposed to decide on changing three special education teacher positions to special class teacher positions from the beginning of August 2026. The change is due to the reform of learning support legislation, according to which student-specific support provided in special classes will in the future require special class teacher qualification. The change in position titles does not affect the practical implementation of education, but ensures that the position structure corresponds to the actual content of the tasks and legal requirements. The change concerns positions numbered 613, 783, and 1533.
At the municipal executive board meeting, it is proposed to approve the meeting agenda and the order of processing matters. According to the administrative regulations, matters shall be processed in the order specified in the agenda, unless the municipal executive board decides otherwise. If necessary, the municipal executive board may also take up other matters not mentioned in the meeting notice.
Official decisions from the period March 24 - April 20, 2026 are presented to the municipal board for acknowledgment. Official decisions are decisions made by municipal officials within their authority without processing by political bodies. According to the decision proposal, the municipal board would acknowledge these decisions and not subject them to closer examination, which means the decisions would remain in force as they are.

The municipal board proposes the establishment of four teaching positions at Sääksjärvi upper secondary school and Kanava school for administrative clarity. Overlapping numbering has been identified in the schools' vacancy register, which complicates personnel administration and creates risks for internal control. The proposal does not increase the total number of teachers or cause additional costs, but rather involves the registry-technical clarification of existing positions. At the same time, overlapping vacancy numbers will be removed from use so that each position has an unambiguous school-specific number.
Tiia Ruskavuori (SDP) requests resignation from membership in the welfare and vitality committee, as she has been elected as deputy chairperson of the audit committee. The independence requirements of the audit committee prevent serving simultaneously in both committees. The municipal board proposes to the municipal council that it grants the resignation and elects a new member in her place for the remaining term of office. The decision shall be implemented immediately after approval.
The municipal board proposes that the municipality of Lempäälä purchase the property named Röstivainio located in Sääksjärvi for a purchase price of 36,146 euros. This concerns a 1.6-hectare land area that is located in a central location for future development and consolidates the municipality's land ownership. According to the general plan, the area is intended for services and administration use as well as partly for a small house-dominated residential area. According to the decision proposal, the plot manager's authority would include finalizing and signing the details of the purchase agreement.
The municipal board proposes using an inheritance fund of 103,898 euros for two purposes during 2026-2027. For Lempäälä's 160th anniversary year community resident events, 20,000 euros is proposed to be allocated, which would be used for the anniversary year's main events and village community and art projects. The remaining 83,898 euros would be used for renovating the Halkola property as a meeting place for young people and communities - 75 percent for repair measures and 25 percent for equipment and device purchases. Both projects are intended to implement participatory planning, where residents can influence the content of activities.
