Winter maintenance procurement initiation failed for the second time
The matter concerning procurement of winter maintenance for streets and private roads was returned for the second time to preparation by a vote of 2-9. Local entrepreneur representative Matti Kärki demanded expanding the area division to 8-10 areas instead of the current five. Criticism was also directed at the fact that road maintenance compensation would be based on a fixed price rather than actual performance.
Outdoor sports facility fees increase by 5 percent
The Community Board approved an increase in outdoor sports facility fees effective February 1, 2026. The increase aligns with indoor sports facility fees. The new fees are also based on harmonization with Tampere metropolitan area fees.
EUR 3.7 million renovation of Hakkari school proceeds
The board unanimously approved renovation plans for Hakkari school. The school, built in 1983, has been found to have microbial damage in exterior wall insulation and deterioration of the drainage system. The school is protected according to the zoning plan (sr-9) - the building cannot be demolished.
Five single-family house plots divided into two or more
In Lempäälä's sixth single-family house plot division project, the division of five plots was approved: Annalantie 1, Haaratie 1, Ahvenpolku 10, Aarnenpolku 5, and Hakkarintie 9. The project aims to densify community structure and create new building sites.
Building regulations to be renewed according to construction law
The board held an introductory discussion on the draft building regulations. The new Construction Act (effective January 1, 2025) requires renewal of building regulations by January 1, 2027 at the latest. The change will ease permit requirements and raise the permit threshold.

The Community Development Director informed the committee about current affairs, including the evening school on scattered development with the municipal board on January 29, 2026, the preliminary discussion on the Birgitan polku delivery, and the results of the committee's self-evaluation. Additionally, the implementation of the budget was discussed. The committee noted all matters for information.
Lempäälä approved an action plan for the public sector energy efficiency agreement, which the municipality joined for the period 2026-2035. The purpose of the plan is to improve the municipality's energy efficiency and enable the application for energy subsidies for inspections already in spring 2026. The action plan is largely based on the municipality's existing energy program 2030, but replaces the previous energy and climate action plan 2019-2025. The plan will now be submitted to the Energy Authority and Motiva for review.
The municipality officially assumed street maintenance responsibility for ten new streets and light traffic routes in the Humalamäki area as well as Notkopolku and Notkotie in Höytämö. This means that the municipality will henceforth be responsible for maintaining these streets, snow plowing and cleaning. The street maintenance obligation was simultaneously transferred to property owners living along these streets, requiring them to maintain the cleanliness of sidewalks and property entrance areas adjacent to their plots. Property owners will receive official notification of this matter.
The Community Board dismissed a citizen's Gmail appeal regarding the Houkantie traffic control plan without examination, as the appeal was received by the municipality late. The original decision had established new traffic signs on Houkantie to reduce through traffic and improve safety for pedestrians and cyclists. The deadline for submitting the appeal ended on 18.11.2025, but the appeal was not received until 28.11.2025. Since the deadline had been exceeded, the board could not consider the matter itself.
The Community Board approved the subdivision of five large residential plots into smaller plots as part of the 2025 plot subdivision plan project. The plots to be subdivided are located along Annalantie, Haaratien, Ahvenpolun, Aarnenpolun and Hakkarintien. The project aims to densify the community structure and enable the construction of new residential buildings on the subdivided plots. The detailed plan amendments will come into effect in early 2026, after which the new plots can be put into use.
The Community Board granted a placement permit for the construction of a detached house, garage, and sauna on a 5,000 square meter building site on Säijärventie. The building site will be subdivided from an existing farm, and the area belongs to a planning required area where new construction is possible. Water supply will be arranged by connecting to the water supply network through a neighboring property in accordance with environmental protection recommendations. The building site is accessible via an existing road that is also used by other residents and forestry operations.
The current contracts for winter maintenance of streets and private roads in Lempäälä municipality will expire in spring 2026, so a new competitive tendering process must be initiated. Winter maintenance includes snow and ice removal, anti-skid treatment, and removal of anti-skid materials throughout the entire municipality. The new contract period would begin in October 2026 and cover all municipal contract areas with a more unified schedule. Based on preliminary assessment, the current regional contract model remains the most cost-effective option overall.

The municipality is beginning preparation of new building regulations because legislation will be reformed at the beginning of 2025 - the current Land Use and Building Act will be replaced by two new laws. The biggest change is that the current building permit, action permit and action notification will be combined into a single construction permit. The new building regulations will define, among other things, what types of projects do not require a permit and which areas are planning requirement areas. A consultation procedure is now beginning, where residents can familiarize themselves with the plans and provide feedback.
The municipality of Lempäälä conducted a workplace well-being survey for its staff in autumn 2025, which received a response rate of 70.1 percent. The Community Services area had an even higher response rate of 73.2 percent, with an average score of 3.9. Based on the survey results, the municipality has defined development objectives to improve feedback provision and employees' ability to focus on their core tasks. Work units will process the results in their own workshops and develop their own measures to enhance workplace well-being.

The Community Board rejected an application to convert a vacation home located at Kuusinokantie 32 into a permanent residence. The conditions for deviation were not met, as the property is located in a vacation home area according to the shoreline master plan, which is specifically designated for vacation housing. The applicants had also planned to connect to water and sewage networks, but this was not sufficient to justify the deviation. The decision may be appealed.

The Community Board issued a statement to the Administrative Court, which is handling an appeal regarding the building permit for Sillanojantie 11. A permit was sought for the construction of a detached house and utility building in the area, but the matter is disputed because the area belongs to a planning requirement area and its development should be resolved through detailed planning. Previously, the Administrative Court has overturned a similar permit on the grounds that construction would cause harm to the future planning of the area. The appeal is now being processed in the Administrative Court, and the municipality has provided its own statement on the matter.
A new micromobility permit was established in Lempäälä, concerning the rental operations of shared electric scooters and electric bikes - the permit was implemented at the beginning of January. The board approved a general fee structure according to which the municipality can charge a fee for processing permit applications as well as for relocating and storing vehicles left in incorrect locations. The proposal will be forwarded to the municipal board and ultimately to the council for approval. The decision affects the availability of services such as electric scooters in Lempäälä.
Hakkarin School, a school for 500 students, will undergo major renovation in 2026-2027 to eliminate indoor air problems and improve teaching facilities. Summer 2025 investigations found microbial damage in the exterior wall insulation and problems in foundation drains, which may cause impurities in indoor air. The renovation will renew the exterior wall insulation and brick facade, repair foundation drains, and improve ventilation. The school built in 1983 is a protected building, so its original exterior appearance will be preserved.
The Community Board was informed of decisions made by officials during the period November 27 - January 7, 2026. The Board acknowledged the decisions and did not take them up for further consideration. The official decisions constitute routine reporting on what decisions municipal civil servants have made within their authority.
The Community Development Committee approved the agenda for its meeting and decided to address the matters in the planned order. This is a standard procedure at the beginning of each meeting to ensure that all matters to be discussed in the meeting have been agreed upon in advance.
The Municipal Board granted Vaihmalantie Road Association 1,656.60 euros in assistance for road basic improvement, which corresponds to ten percent of the project's total cost of 16,566 euros. The municipality is a member of the road association and the project improves the road surface, drainage, and traffic safety over an 800-meter stretch. The road serves school bus traffic and business operations on the southeast side of the municipal center, and its improved condition will reduce maintenance costs in the future. The grant will be reclaimed if the project is not completed during 2026.
The prices for Lempäälä outdoor sports facilities will increase by 5 percent starting from the beginning of February. This increase will harmonize the fees with the prices in the Tampere urban region and ensure that outdoor sports facilities remain reasonably priced for residents. The administration of outdoor sports facilities was simultaneously transferred to the community board, whereas previously they were decided by the welfare and vitality board. The new prices will take effect on 1 February 2026.
