Municipal Strategy "Lempäälä Close to You" approved for 2026-2035
The new strategy replaces the previous "Municipality that says yes" strategy. The strategy's vision promises: "With us, life is pleasant and meaningful" and emphasizes the location at the center of opportunities. The strategy is divided into four themes: Close to you, Close to everything, Close to us, and Close to the future.
Haurala zoning plan approved after voting
54 new single-family home plots and 380 new residents - this is what the Haurala area of 18.3 hectares will bring. Councilor Mikko Tappura proposed rejecting the entire plan, but it was defeated by a vote of 39-3. However, the building guidelines were returned for preparation. The area will also get a new daycare center.
Significant changes to administrative regulations
The possibility for the senior council and disability council to appoint their representatives to committees will be examined during spring 2026. The changes also concern officials' authority - for example, development director's grant decisions will now require a preliminary discussion in the committee.
Council initiatives processed
Regarding the initiative for creating a digital and AI strategy, it was responded that existing strategies are sufficient - no need was seen for a new strategy. Lending youth sports cards from the library will be examined, but primarily reduced prices for young people will be created for the municipality's own gyms.
Handbook for elected officials updated
The old "Councilor's Handbook" became the "Elected Official's Handbook." A section on discrimination and racism was added to the new version: "We do not discriminate in our behavior or decisions against anyone based on skin color, age, gender, worldview, religion, sexual orientation, or social status."

The municipal board has decided that the municipality will not prepare a separate digital and artificial intelligence strategy, as current strategies and services are sufficient. Lempäälä has the Tampere urban region ICT strategy in effect until 2040, and the municipality's own digital roadmap will be completed in early 2025. The municipality already provides digital assistance to all residents at the service portal and libraries, and organizes digital cafés for learning to use smartphones and tablets. For young people, the Ohjaamo service is available, which also helps with the use of electronic services.

The municipal board approved an update to the administrative regulations, which will take effect on December 18, 2025. The changes primarily concern the authority of officials in various service areas - clarifications were made to the areas of responsibility of the education director, development director, and rural affairs manager, among others. A new section for the preparedness specialist position was also added to the administrative regulations, and technical corrections were made to spelling errors. The changes clarify the municipality's organizational operations and improve administrative functionality.

The new strategy has been condensed to be clearer than before and has been developed based on an extensive consultation process involving council members, staff, and the municipality's management team. The strategy will guide the municipality's operations and financial planning for the next ten years.

The municipal board decided to refer the council motion to sports and library services for investigation. The motion proposes that 13-19 year old youth could borrow cards from the library for gyms and group exercise, which would lower the threshold for young people's sports participation. The municipality already has three gyms and free supervised exercise for youth, and some sports cards can already be borrowed from the library. The matter now proceeds to the welfare and vitality committee, which will examine implementation possibilities with both municipal and private operators.
The municipal council approved a new elected official's handbook for the term 2025-2029. The handbook was updated in collaboration with elected officials and its name was changed from the previous "councilor's handbook" to cover all elected officials. A key reform is the stronger consideration of anti-racism and anti-discrimination work in the handbook. The council also made a technical clarification to the elected official's wall plaque, emphasizing commitment to non-discrimination based on skin color, age, gender, worldview, religion, sexual orientation, or social status.
The municipal council approved the detailed plan for a new residential area planned south of Haurala. The approximately 20-hectare area will include 41 single-family house plots, townhouses, and a daycare center, with an estimated 470 new residents moving to the area. The area will be connected to the traffic network through a new Näppilänkaarre road, which will connect to Viialantie. The decision was approved unanimously and the plan will proceed to the next processing stages.
