Electric scooters and micromobility become subject to fees

Lempäälä is implementing a new micromobility permit that covers the rental activities of electric scooters, electric bicycles, and other shared vehicles. For the 2026 operating season, only experimental permits will be granted for one year. The municipality can now charge fees for processing permit applications and for relocating unlawfully parked vehicles based on actual costs.

On-street parking becoming paid

Time restrictions and enforcement for on-street parking are being planned in the municipal center. Long-term parking will be directed to parking facilities, while short-term business parking will be enabled on-street. The completion of Sääksjärvi station and the commencement of train services will increase the need for park-and-ride facilities.

Parking garages and centralized parking

The municipality decided over 10 years ago to phase out surface parking in the center. Through structural parking solutions and centralized parking facilities, the goal is to achieve denser urban development and support vitality.

Adaptation program completed

The municipality's adaptation program to reduce expenses by 2.6 million euros has been implemented as planned during 2024-2026. Cuts have been made to the budget's expenditure base and revenue estimate increases have been implemented.

Government grants slightly lower than expected

The total amount of government grant decisions for 2026 is 19.7 million euros, which is slightly less than the budget's revenue estimate of 20 million euros. The difference is due to reduced tax loss compensation compared to previous preliminary estimates.
